There are two main paths in Mania and Dementia that connect to a town called Split, and this is where you need to go. In Split, you need to head for the hills, but you must use caution as you can fall off the hills. Eventually you will reach a ruin on a ledge that is guarded by a monster. On the ground, one of the dead bodies will have a note on it with the secret death decree.
