This skull is fairly easy to obtain, compared to others. Once you reach the outside, hop into a vehicle. There will be a small circular building to the upper-right corner of the plains. Though there are a few ways to get on top (where the skull is located), the easiest way is to jump from the top of a vehicle to get on top. You can also try grenade jumping, though this way is more dangerous, and a tad more difficult to pull off.
